In a landmark move reaffirming its commitment to inclusive and transparent governance, the Maharashtra Government, under the leadership of Chief Minister Devendra Fadnavis, has released the Good Governance Index, a comprehensive report evaluating the performance of districts and departments across the state. This announcement underlines the administration’s broader objective of enhancing the ease of living for every citizen and creating a more responsive and responsible public service framework.

Governance, at its core, is defined as the process whereby elements in society wield power and authority, and influence and enact policies and decisions concerning public life, economic and social development. Good governance, therefore, is not merely an administrative ideal but the foundation of a stable, prosperous, and equitable society. When executed effectively, it promotes economic development, social progress, and political stability. It ensures that all citizens, regardless of gender, class, or background, have a voice in decision-making, either directly or through legitimate institutions that represent their interests.

Good governance is characterized by transparency, where information is openly accessible to citizens so they can understand how decisions are made and resources are managed. Accountability ensures that those in power are held responsible for their actions and decisions. Citizen participation is vital, as it involves people in governance and policy-making, ensuring their concerns are heard. The efficient and effective delivery of services and optimal use of public resources are central to achieving desired outcomes. Rule of law ensures that laws are applied fairly and equally, while equity and inclusiveness guarantee that all segments of society have equal access to opportunities and services, especially marginalized communities. Governance should also be consensus-oriented, promoting collaboration and shared responsibility among stakeholders. Responsiveness to the needs and concerns of citizens, active minimization of corruption, and commitment to protecting human rights are also critical indicators of good governance.

The newly released Good Governance Index shows Maharashtra’s significant achievements in several sectors. Mumbai emerged as the leader in the commerce and industry sector, reflecting its strong policy framework and thriving economic environment. Mumbai Suburban ranked second in the public health sector, highlighting the improvements made in healthcare infrastructure and delivery. Both Mumbai city and its suburbs were recognized among the top performers in economic governance and justice and security, affirming their balanced development and administrative efficiency.

The report also listed the top five districts across ten critical areas including agriculture and allied sectors, commerce and industry, human resource development, public health, infrastructure development, social development, economic governance, justice and security, environment, and citizen-centric administration. These rankings not only celebrate progress but also serve as a benchmark to guide further improvements across all districts.

In a move that further strengthens the principles of cooperative leadership and checks-and-balances within governance, the Maharashtra government has mandated that Deputy Chief Minister Eknath Shinde must review all files before they reach Chief Minister Devendra Fadnavis for final approval. This reinstated mechanism, which revives a practice from 2023, aims to ensure greater administrative alignment and transparency within the ruling MahaYuti alliance. While it comes amid speculation of internal differences, the step reinforces a governance model where decisions are subject to multi-level scrutiny, thereby upholding accountability and shared responsibility at the highest levels.

Chief Minister Fadnavis has called for a 100-day action plan to accelerate the state’s development trajectory. All departments have been directed to deliver concrete and measurable results through people-centric, technology-driven schemes aimed at directly benefiting citizens. This forward-looking vision puts emphasis on enhancing the quality of life and deepening the relationship between the government and the governed.

Furthermore, the Chief Minister emphasized that it is now the duty of every public representative to embody the principles of good governance. There should be no room for corruption, caste or gender discrimination, or financial bias. Instead, there must be a focus on raising the social quotient of the state, ensuring peace, inclusivity, and justice for all. The report also highlights the need for the agriculture department to place farmers at the heart of policy planning and implementation, as well as the critical importance of providing quality education to the next generation to secure a stronger future.

Maharashtra's vision for good governance is not limited to statistics and rankings; it is a call to action. A state rooted in transparency, equality, and efficiency can emerge as a beacon for the rest of the nation. As the Chief Minister envisions, together, we can build a new Maharashtra—one that is free of hatred, discrimination, and animosity, and one that offers opportunity, dignity, and prosperity for every citizen.
